I have a similar problem: I have tax configured for North Carolina only and it auto populates for every purchases because rightfully it assumes people are ordering from within that state.
However, the client gets orders from all over the country.
Sure you can change it once you get to the checkout page but we're afraid people won't bother assuming we're trying to rip them off. In this economy you can't mess around with overcharging even .75cents!
How can I change it to populate tax (if they are asking to have items shipped within NC) after they go to checkout?
It seems to me it corrects itself when you enter the state in the "billing/contact details" but not in the calculate shipping price box. This is a bug maybe?
I've been in contact with Instinct in regards to this issue - I'll let you know when I get a fix

Yes i have the same problem. i have tax configured for Arizona...but customer is getting charged tax no matter what state they are in.

Also having the same problem with my store always charging tax no matter what state is selected. I'm using Flat Rate shipping, most current plugin with Gold Cart and WP 2.9.

I'm using wordpress 2.9+ and wp-ecommerce 3.7.5.3 and don't really have the problem you guys are having here. I found that the plugin was configure to only add tax for your base location; but no matter what you do, you can't make it calculate tax correctly off the tax table. I have a solution to allow you to add multiple or all 51 USA states tax at checkout. read all about it here. http://www.lamsuong.com/wpe-taxfix/. you can also see it in action here. http://www.lisachiccine.com At checkout change state tax for CA, NY or PA change to other states reset the tax rate to zero.

Doesn't the new settings in 3.7.6.1 help with this? In Settings -> Admin -> checkout -> Lock tax to billing state
I set a custom tax rate on each product.
Tedious I know, but it seems to work.
