As above, a customer of my site is getting this error with a valid credit card payment on paypal. He has now signed up to try and link the card that way. Is this a common fault? How is it fixed?

I'm having the same issues. It seems PayPal is just declining certain cards that don't pass their risk algorithms. It doesn't appear to be a shopping cart issue - but I'm looking for any advice on this.
