Right now I want customers to just submit an order without paying, then I contact them for payment. I just want them to fill out the form and I receive their order. It seems to work when I try it as the admin. It sends me a receipt email and shows order received in WP admin. However, when I try it on a different computer it says

Sorry your transaction was not accepted.
Click here to go back to checkout page.

I imagine this is because you have to set a gateway to get it working properly. But I just want to keep it in test mode and make it work for other people.
