This plugin is not free then why its under community plugins !

not all plugins in the community plugins page are free plugins they are just plugins that have been created by community members and a library of plugins and possibilities with WPEC.
Most of the plugins are free but there are a few that are premium plugins.
I don’t know of a plugin like this that is free if we come across one we will be sure to submit it to the community plugins to give everyone more choice.
